Historical Background of Mitchelville

Mitchelville, named subsequently for its originator, General Ormsby Mitchel, was the first town for people who had previously been enslaved to be regulated independently. It had a mayor, council members, a treasurer, and other officials who handled all aspects of the town, from sanitation laws to resolving conflicts.

The first obligatory schooling statute in South Carolina was also enacted by the municipality of Mitchelville, which mandated that all children between the ages of six and fifteen attend school. At its peak, the village included more than 200 acres on the shoreline of the ancient Fish Haul Plantation.

Given that the majority of Mitchelville’s residents were employed by the military, the US Army Headquarters continued to serve as their primary place of employment and social interaction.
